The Combination Wheel and the Statues

There are 12 statues, alternating dragon and man:

Beyond the line of statues is a huge gate with a giant wheel affixed to it that will clearly roll to one side when - if - the gate can be unlocked. In front of all of this, an iron plinth has a curious, mechanical looking selection of numbered wheels, handles and a gleaming, patterned panel with glowing glass hemisphere atop; as this is approached, the air is momentarily lit by the words: "Dragons Four, Men Five, Reveal all, The wheel To Drive".

Upon a second approach, having crossed the gate line again, the words adjust to: Dragons Every Four, Men Every Five, Will Reveal All, The Wheel to Drive"
